Step 1) Follow the steps in that website above ...
[In a nutshell - go to the Start menu, select Control Panel .. double-click on the User Accounts applet, select the Advanced tab, then select the Advanced button, then click on the Groups folder on the left pane, and then double-click on the Administrators link on the right. (All of that is steps 1-5 of the above page).]
When you get to Step 5 - check to see if your name is listed in the Members list (as it is below). If it is listed, then don't worry about it - you are in the local administrator's group - you can go forth and worry no more! - Otherwise, finish the steps on that previous page, to add yourself!
